I am working on an open source project which provides tools which may
be of assistance to you.  If you have very large datasets, then I'd
recommend creating a tile overlay set.  There is a command line tool,
tilepyramider, which will generate these tiles for you:

For smaller datasets, you could use kml.  map2kml is another command
line tool which will generate kml based on data sources and provided
symbology:
