Sounds to me as though the browser rendering engine (MSHTML.dll) is
broken. That's used by IE and compiled help, and various other MS
applications. I can't find a service in XP SP2 which would affect it.
I believe IE6 and IE7 use different versions, which is why they
shouldn't co-exist on the same machine without very careful
installation. Try uninstalling IE7 and IE6 [if it's still available to
uninstall] and then reinstalling IE7.

However, Alec is right and this isn't the right Group. It's a general
Windows/IE issue which is not related to the Google Maps API.
