No, that is not correct.

I think there are some horrifically non standard projections .. .which 
are in feet

Sure. and note I said find out the code for a particular WMS.
some of them support epsg codes they dont advertise because
the list makes the getcapabilities way too long.

 The most recent versions of the most popular WMS software...  Geoserver 
and Mapserver and
recent commercial software including TNTserver all support the Web Mercator
spherical projection.

If you insist on hunting for WMS in the wild you find yourself  far
more limited  but there are many more servers in the world than
the USGS ones
