Obviously it is solvable, as Google have done it. Google must get traffic data from somewhere and apply it to the ruting algorithm, the question is from where? Alternative thinking: Depending on where in the world you are trying to apply this, you might be able to obtain useful congestion information from webcams on the freeways. There are lots of them in the US and I believe in the UK as well. Grab a few cam pictures for reference when the freeway is empty, and at different times of the day so as to have references in different ligting conditions, and then compare those pictures with real time ones. You'd need to do this server side, of course, and using some low level pixel access to obtain numeric values out of the image.
