To build a webpage you will have to use some HTML. To use the maps API you will have to use at least some javascript, that's what the API is. What you use server-side for scripting and database is entirely up to you - what you have available, what you have experience with, what you can afford, what others are using that you can learn from, will probably all affect your choice. But it's your choice. If you have no exeprience so far with scripting or databases, you will find this far too demanding as a starter project.
