No I did not place true_or_false in the sensor parameter.  My sensor
parameter is working fine.  I would like some clarification on how to
use it.

The documentation says that it must be set to true if the user's
position is being tracked.  We are not tracking the user, but rather
tracking objects using GPS that the user is interested in locating.
To be more specific, we are using GPS to track the position of buses
in the city of Chicago and reporting them to the user so the user can
figure out when the next bus will arrive (nice to know when it is 15
degrees out).

So the questions is, should we set the sensor to true even though we
aren't tracking the user?
