The Terms say [at 9.2] "you agree to provide reports to Google if your
Maps API Implementation enables a device to detect its own location
through use of a sensor" and links to the documentation, which says
"Applications that determine the user's location via a sensor must
pass &sensor=true when loading the Maps API JavaScript"

I interpret that to mean "if your implementation is in competition
with Google Maps for Mobile, you need to tell us" -- use sensor=true
if the user's display device detects its location. I don't believe it
applies to your situation.

However, since you are an Enterprise customer, why not ask your Google
support contact? Please report what they say, as that can be
considered definitive and will guide others in the future.
