I can't see there being a workaround without some potentially complex
server-side programming for each site owner.

InPrivate filtering is explained at
http://www.microsoft.com/windows/internet-explorer/features/browse-privately.aspx
but that doesn't say it's switched on by default. On the contrary, it
says "InPrivate Filtering is off by default and must be enabled on a
per-session basis. To use this feature, select InPrivate Filtering
from the Safety menu. To access and manage different filtering options
for Internet Explorer 8, select InPrivate Filtering Settings from the
Safety menu. To end your InPrivate Browsing session, simply close the
browser window."

That would indicate that turning it on requires several actions by the
user. I can't see why it should be on by default.
