localhost should work, if not, then you may have an issue with how
you're accessing localhost. There also might be some sort of weirdness
with the way your local server is setup. If you're using localhost,
the only computer you should be able to use is the server that houses
the site.

You might want to read the terms document for use with the API. Using
it for internal (intranet) applications isn't allowed without a
Premiere license.

Since you are on an internal machine, it's impossible for you to
provide a link, so you're pretty much on  your own and good luck!
