I have a question concerning the use of the Google Static Maps API.

If I create a desktop application incorporating a web browser, host
this application on a website accessible by all for free (with no
login/fees required), and obtain the API Key for the website from
which it is downloaded - how will the application's key be verified?
Since I would not be hosting the images on a website, but rather have
the browser component of the application call "maps.google.com/
staticmaps?" directly there will not be a referrer to check the key
against.

Obviously, if I omit the key and type directly in a web browser
address bar everything appears to work fine, but this seems to violate
the ToU (which indicates immediately that an API Key must be used).
