Occasiaonlly the browser will only download part of the file, for
example if the connection is dropped halve way though. Not everyone is
on a reliable connection.

Unfortunatly IE will still cache that 'half' file - it doesnt verify
the file against the content length of the original request. Firefox I
beleive will only put a file in the cache once it downloads it all.
