The shapefiles are available for download, you'll have to search Google for the exact URL, once you have those, then loading them into a PostgreSQL/PostGIS database is a simple command (shp2pgsql) and querying for point in polygon is another simple function.
Again, getting it all to work would depend a lot on your determination and skill level.
