Thank you Andrew,

infact i don't want to display all tiles in arabic, we can create a
dictionary database and when the map shows specific region we start
checking the tiles in our database , finding the traslated words and
displaying them on the map. if no traslation found we will keep the
origin. do you think this could be applicable? is there any tool or
method that i can use to replace the tile value?
