The way I read your description, you are loading the static map image
into some server process , adding content i.e. modifying them, and
then passing along to end users.

I think you're breaking terms on two or three counts there, but I'm no
lawyer.

If you want a Google response, you must ask Google (this is a
developers forum).  But all they'll do is refer you to the published
terms.  You must decide for yourself if you comply.

You hire a lawyer, show them the terms, and ask their professional
opinion.  Same as you would with any other contract.
