I suspect that IE has cached a broken copy of the API and is doggedly using it. Along with "using Firebug in Firefox and the Script Debugger in IE, along with the usual techniques of adding alerts to trace program flow, changing IE advanced options, etc.", have you cleared the cache? And the cache of any company proxy? It works fine for me in Firefox and IE6. I don't have IE7.
