I disagree here. I think it means all the Maps APIs, including the
Static Maps API [even if that isn't actually an API in the strict
sense of the term]. So even Static Maps can be used in desktop
applications, providing they adhere to the other restrictions like the
next one...

That has proved to be rather restrictive, and I guess that's the idea.
Google don't want people developing Static Maps apps for a mobile
phone which would compete with Google Maps for Mobile. Most phone apps
can't be called a "browser" where the user can enter a url of their
choice and get a web page.

How are you testing it? Static Maps are counted per IP address, so if
your GSM provider isn't very well-behaved then you could find you're
sharing your quota with a couple of million other users.
