I disagree here. I think it means all the Maps APIs, including the Static Maps API [even if that isn't actually an API in the strict sense of the term]. Google don't want people developing Static Maps apps for a mobile phone which would compete with Google Maps for Mobile. Static Maps are counted per IP address, so if your GSM provider isn't very well-behaved then you could find you're sharing your quota with a couple of million other users.
