I took it to mean all of them, including the static maps API, and the
FAQ link I followed was on the Static Maps API section of the site
too.

The irony there is that two of the three platforms we're targeting
have Google Maps APIs built in for third party apps to use, so we can
build the app for those using platform libraries quite easily. Sadly,
the S60 platform has no mapping API for developers currently.

The testing was over Wi-Fi which appears on a private static IP
address to the outside world, so not the issue of the cellular data
network. That is obviously a concern here too, but at present a
secondary one to the overall issue of being able to legally use the
data.
