I think you might have misunderstood my query.  Each user would
download his/her own images, based on what they need.  I can, in fact,
limit such "harvesting" to only a few at a time by creating a tree
where the user selects Country, Region/State, City, and then grabs one
or half-dozen satellite images on the fly.  It is not my intent to
distribute these images, nor to download them in bulk, nor to cache
them.

Further, I could implement this in a browser, but it would be more
complicated and overkill.  Heck, I could probably write a "browser"
specifially for this app, and comply with the TOS, at least
technically.  I'm trying to do the right thing here.

I can't really divine the use Google intended from their TOS; thus the
question.
