I'm not sure what your question is. The ToS are very clear, you've already said "staticmap API can only be used from within a browser" and there are no apparent ifs and buts. Google is a commercial operation afte all, and their business model requires access to the internet for users of their free-issue data, which seems to be what the terms are trying to enforce.
