You're selling code. You're not selling access to the map. It's up to
others to organise that for themselves. What does selling your code
have to do with the Maps Terms?

An analogy: Public Service radio is broadcast for free, but you need
an aerial. You can put an aerial up yourself, or you can pay someone
to do it. But you don't actually pay for the radio service.

In the same way, in order to get a map, you can write your own code,
or buy code from someone else. The maps service itself is free.
