Yes, that's what that answer is designed to address.

How about http://code.google.com/apis/maps/faq.html#tos_commercial?
"If you charge people to place information on your map (e.g. to list
their homes for sale), but you display this information using the
Google Maps API on a free part of your site, you'll also meet the
Google Maps API Terms of Service." The administration part of your
app, where your paying customers can update their data, is covered by
the first FAQ you quote.

I think your application is within the rules.

[As with all TOS questions, developers here can only give you their
own opinions based on their own understanding of the Terms and FAQ.
You need to decide whether you agree, and take any risk yourself.]
