Where do your requests come from? If they come from your users you can try geocoding client side, so that the request goes towards the quota of the client. If the requests come from a predefiend list that you have, and given that you are aware that AppEngine may have many other users doing the same thing, you can simply geocode them from your own PC with a 2 second interval and then save and upload the results to wherever you need them.
