I think Mike's point is that "localhost" isn't a domain name, and so
"localhost." cannot be an FQDN. If it's valid at all then I believe
they should produce different keys. The key-generation shouldn't just
ignore a trailing dot; it should do some analysis on the "domain name"
given.
