Since the data doesn't change all that often, and to cut down on the
network traffic, I decided to go with parsing the spreadsheet and save
the value of the drivingdirections option for each country in the
database. At periodic intervals (once a day/week/something) I'll
request the spreadsheet again, sending a If-Modified-Since header so
I'll get a 304 response if it hasn't been updated since the last time
I parsed it.
