The tiles are the tiles. Some tilesets are available in different languages where the character sets differ significantly (eg Cyrillic or Oriental languages), but otherwise the tiles use what Google take to be the official language of the country. You can choose the language of the buttons and Terms links, but even if you go to http://maps.google.be/?ie=UTF8&hl=fr the tiles say "Brugge" instead of "Bruges". I guess Google think the whole country speaks Flemish.
