In Firebug 1.05, which is what I have here at the moment, it's the blue "play" button visible on the Firebug toolbar when the Script tab is open. It's similar in v1.3.3. The phenomenon appears to be related to modularisation of the API code. I'm surprised it depends on the time of day.
