I think you're right. Google use 620 for rate violations, but also
when the IP is blocked for other reasons and 403 would be more
appropriate. You use the word "clustering": do you mean clustering or
virtual hosting? If other sites are also doing back-end geocoding on
your server, you could be blocked if their rate interferes with yours.
Otherwise, it's entirely possible that Google has rumbled your back-
end geocoding.
