No, that's the wrong reason. Google want their logo to reach as many
people as possible. If you charge to *see* a map, then their potential
coverage will be reduced.

Your business model for the service you provide to your advertisers is
up to you. If they want you to program a map into their entry, they
can pay you for that service. What you can't do is charge anyone to
see their map.
