You don't need a key for localhost. Any key will work. What's the usual method is to obtain a key for your intended final domain and use that when developing on localhost. Once you're ready to deploy, the correct key will already be in place and that will be one detail you won't have to deal with later.
The key itself doesn't seem to be stored or even used anywhere, except to validate it (a routine in the API itself) when the API is called.
