See 9.1 of the TOS: http://code.google.com/apis/maps/terms.html and inparticular 9.1(b). While I doubt* google minds if you're developing some little app for your own personal use (i.e. YOU alone will use it, and it's reasonably small-scale), in this case you're likely running afoul of the TOS.
