That's a KML file with Panorama elements.

I don't have the GE plugin, so can't test.
I can see you're usimg GGeoXml to parse the KML source.
GGeoXml does not support every possible KML feature -
   http://code.google.com/apis/kml/documentation/mapsSupport.html
Panoramas are not listed.

I think you'll have to write or adapt your own KML parser, I don't
think the existing alternatives GeoXml or EGeoXml will deal with that
KML either.

I suspect the 'something special' in GE proper is that it understands
KML panoramas
