Why not look at what happens if the test is true? It pans the map. As the line grows, it's nice to recentre the map once in a while. It's not nice to recentre it for every line-grow step. k keeps a track of how far we've grown since the last recentre, when it crosses a threshold (180m) it recentres the map and zeroes k. 'tick' controls the speed, as you might guess. The bigger the value, the longer the time between ticks/steps.
