This is possible, especially if you're operating from inside a
corporate network and your IP is shared.  Another user, or an
agggregation of several hundred users could get an IP blacked for
excessive requests.
The actual appearance of the problem can be a patchwork effect, as the
tiles come from random servers and seem to run seperate blocking
policies.  Satellite images may be affected differently from flat
maps, same reason.

When it happens, try visiting someone elses map.  If thats broke too,
it's your problem.

If you have the skills, try to view a map tile image directly
