Try pointing your browser directly at a map tile. If Google have blocked your IP address, you should see a "Forbidden" message instead of a tile image. Unless you're a persistent offender, the "Forbidden" message should contain a CAPCHA test, pass that test and you'll be unblocked. Other than that, you''l be unblocked in 24 hours.
