Try pointing your browser directly at a map tile. If Google have blocked 
your IP address, you should see a "Forbidden" message instead of a tile 
image. Unless you're a persistent offender, the "Forbidden" message 
should contain a CAPCHA test, pass that test and you'll be unblocked. 
Other than that, you''l be unblocked in 24 hours.

One thing that can get your IP blocked rather quickly is attempting to 
load old versions of the tiles, either by explicitly calling tile images 
with old "v=" parameters or by leaving a map page running for weeks at a 
time.
