Okay, I didn't keep up with the changes in icon type etc.

You're quite correct, something silly is going on;  my apologies for
thinking it was all down to funny parameters.

Trying in my browser bar
http://www.google.com/chart?chst=d_bubble_icon_text_small&chld=petrol|bb|zhlA|FFFF88|000000
fails 'malformed request the first time.  Stays failed even if IE6
refreshed (because that browser has an aggressive cache I expect)
http://www.google.com/chart?chst=d_bubble_icon_text_small&chld=petrol|bb|zhlA|FFFF88|000000&rubbish
produces the expected image ... sometimes.

Other people have the same complaint -

I begin to think the Charts API has been slowed down a bit to prevent
hundreds of maps flooding it with dynamic icon requests?
