Unfortunately I do need the dimensions to be at least that large. I've
tried making it smaller and it becomes so fuzzy it's almost useless.

The GGroundOverlay did work! I assumed incorrectly that it would cover
up the placemarks. However, it only works when I explicitly call it in
the onLoad function using map.addOverlay and not when using the toggle
function.

Because the toggle function (see below) also uses map.addOverlay, I'm
confused why it isn't working?

function boxclick(box,category) {
                        if (box.checked) {
                                map.addOverlay(category);
                        }
                        else {
                                map.removeOverlay(category);
                        }
                }
