Not really, because iconAnchor is not a size, but a point (1 pixel).
It is the pixel of the icon that will coincide with the pixel that
represents the lat/lon of the marker on the map.
So, as Mike said, for a circle it is probably best to use the center,
while the default Google icon has the anchor at the bottom tip.
