Those map tiles are served by 3rd party services, in particular the
USGS tiles are served by the Terraserver and are available for the US
only.  I'm also aware of a tile server for Canadian topos (NRCAN) but
tthat has poor resolution at high zoom levels.

You would have to find a service to do the same for your area of
interest.  If the service uses a standard interface, you should be
able to adapt one of the many pieces of code out there that use the
Terraserver tiles to your usage.  I use the same code for both USGS
and Canadian services, so I assume most such services would be
compatible.
