Does the application meet the terms of use? (Static maps must be used
within a web browser, all Maps API applications must be publicly
accessible, etc).

We have whitelisted a fair number of proxies, mostly in Europe and
Japan, where they tend to use single proxies per provider.
If there are other providers that are going over, please provide a
sample request that has gone over.
