No it doesn't. None of them in my town (or the others around us) are
listed. And they're all brick and mortar Starbucks, not those you
find inside of grocery stores. Your sample set isn't complete.
Though for the purpose of this exercize ... it probably doesn't
matter.

Well, for one it did not center on my location, but I blame that on
the way Comcast has their IPs assigned. Your application showed me
some 75 miles from where I'm actually at.

Second, initially the map contained no markers at all, so I started
dragging to my actual location. Strangely enough, on my way there, I
DID come across a few markers which means one of two things: either
your DB query does work when someone pans the map, or you have
manually (and forcibly) added those markers to make sure your code
works (something I sometimes do myself.)

And when I clicked on one of those markers, I got a popup that stated
'Loading Game' and then changed into a 4-tabbed info box. So,
something is working. Maybe not to what you're expecting it to.
Personally it sounds like you're trying to accomplish multiple things
at the same time. I'd concentrate on one thing at a time ... fist get
your panning to work. Then work on your popups. Makes life a bit
easier that way.
