But that's where the delayed refresh comes into play. You can put another layer ontop of the map viewport (<div> layer, not Overlay) and basically tell the user to "Please wait while we refresh the map" ... as long as they're panning, that window can remain on. When they stop panning, a 2 second delay to refresh won't hurt ...
