You cannot avoid specific cities, roads or routes with API direction
calls and also not within the official Google Maps. The official page
page gives you the possibility to avoid tolls, and that's not possible
within the API.

So my guess is that the only way to avoid unwanted routes is to make
the routes draggable.

You can try this library and maybe let me know what you'd expect in
addition
