I dont think thats a bug. It dosnt use the viewport to determine which pins to request. It simply says "give me pins around this center point". map-data.php responds with the 19 pins closest to that point. On top of that, it is limited to 25 (maybe less) miles. So you may get less than 19 markers if there are not 19 within 25 miles.
