Here i agree with you, this may be a problem. We could discuss which
is the set of properties that an app should have to be considered a
web browser, but for sure this is not what i am working on. Then i
think premium key with an extra permission should be required to deal
with it.

It should, as soon as you only show one map at a time and you show it
as is, with no modification. In fact that was the starting point,
because the 3x3 grid was supposing to be a 1 cell viewable and 8 cell
cached (for faster access) scheme.
