Richard, I suggest you stick to the English site http://wms.ess-ws.nrcan.gc.ca/wms/toporama_en. The three sites dont have the same entity names. This gets a bit confusing. You can refer to GetCapabilities. But in english, the layer WMS-Topographic will show all the 16 layers of Toporama store.
