GD is good. I also like ImageMagick:

The nice thing with ImageMagick is you can drive the whole thing from the
command line. It has an API but I actually prefer to generate a command line
from code in whatever language I feel like using.

I hear GraphicsMagick is even better, but I haven't tried it:
