That's pushing things to the absolute limit, and probably beyond it. Once development is finished, "Your Maps API Implementation must be generally accessible to users without charge," -- the issue is what "generally accessible" means. It's a particular legal construction which means "accessible by anyone anywhere". So once it's finished you will need to make it accessible to anyone anywhere. Do bear in mind that printing maps (for example in your final project document) is also subject to Terms -- in most countries that creates a derivative work, which is contrary to Term 10, and it's also subject to the legal notices if you're including maps of countries covered there: http://www.google.com/intl/en-us/help/legalnotices_maps.html I trust that you will include this Group in your references, if not in a comment in the source code itself.
