I too am facing the same issue.  I am passing license key and sensor
and I'm still getting 610.  This has been in our prod env since July
with no issues.  It stopped working the day before yesterday and then
started working again.  It is down again since yesterday evening.
Here is a sample request:

http://maps.google.com/maps/geo?q=29651&output=csv&oe=utf8&sensor=false&key=MYKEY
