Generally speaking they are fairly tolerant of development ... It is fairly certain I can do editing on my desktop which is not accessable and then publish it... If it isnt you can find a few tools to do it some free if necessary (Maptiler though it had some issues if the data isnt already projected right) Others like my GIS package with tile management functions like linking and merging capabilities do it better.
