Thanks Pamela and google team! It's back working again EXCEPT it appears whatever fix totally broke getMaxZoomAtLatLng for all versions.
I opened issue #1935 on Nov 13. to re-open #1580 but so far no status update. Prior to Wednesday evening getMaxZoomAtLatLng worked with v2.164 but now it it does not work with any version! I get back a response code 403.
